Police: Scarsdale Man Arrested On DWI Charge

arrested a 48-year-old Scarsdale man on September 7 on two charges.

Police arrested Stephen M. Lynch on a charge of driving while intoxicated, a first offense; and refusal to take a breath test, according to the police log.

Police on patrol at East Parkway and Popham Road noticed Lynch's vehicle had a flat tire. After pulling over the vehicle, police observed "the defendant's eyes were bloodshot and glassy, his speech was slurred and there was a very strong odor of an alcoholic beverage on his breath," the SPD report stated.

The driver told SPD he had four glasses of vodka at his home, according to the report.

Lynch refused a field sobriety and breath test, according to the police report. He was arrested and released on personal recognizance.

"Due to his high level of intoxication" he was transported to White Plains Hospital ER for an evaluation, the report stated.

His car was impounded and he was scheduled to appear in Village Justice Court on September 12.
