19 Arrested from Six Greenburgh Massage Parlors

Four of five locations had Scarsdale or Hartsdale addresses.

Nineteen employees from six massage parlors in the Town of Greenburgh face felony Unauthorized Practice of a Profession charges as a result of an almost year-long investigation, Supervisor Paul Feiner said in a statement today.

According to Feiner, the process targeted seven massage parlors in the Greenburgh and Village of Elmsford "in response to numerous complaints from the respective communities alleging illicit activity at various hours during the day and evening."

On Wednesday, members of a task force involving the New York State Attorney General's Office, U.S Immigration and Customs Enforcement's Homeland Security Investigations, Westchester County District Attorney's Office, New York State Department of Taxation and Finance, Elmsford Police Department and Greenburgh Police Department posed as undercover officers and entered the seven businesses "under the guise of receiving a massage."

Officials said "32 individuals associated with the massage parlors were interviewed" and 19 female workers were arrested for practicing without a proper license.

Authorities said they executed search warrants at six of the massage parlors and seized "various electronic equipment and business records."

Five "massage parlors were closed as a result of this investigation by the Town of Greenburgh Building department in violation NYS Education Law as well as numerous building code violations under the Town Code:

Feiner said the above defendants will be arraigned in Town court today by Hon. Delores Braithwaite.

Additionally, three employees of Darae 54 Spa (54 N. Central Ave., Elmsford) have been arrested and also charged with Unauthorized Practice of a Profession:

Keum Jeon, 50, Bayside, NY
Meiyan Jin, 36, Flushing, NY

They will be arraigned in Elmsford Court.

"The high level of intelligence sharing and logistical assistance between all of the various agencies concerned was instrumental in closing down the illegal massage parlors in response to the public’s concern," Feiner stated. "The type of establishments targeted in this case has a negative effect with respect to the quality of life in the community. The investigation into these illegal operations is still ongoing."
