As part of Westchester County’s ongoing commitment to affordable housing, urban revitalization and smart growth, County Executive Robert P. Astorino Friday applauded the groundbreaking of The Prelude at Brookfield Commons, a $42.2 million, 104-unit, 10-story affordable rental apartment to be built in downtown White Plains.
The groundbreaking ushers in the first phase of the planned long-term neighborhood revitalization of the White Plains Housing Authority’s 450-unit Winbrook Public Housing Campus, originally built in 1949 and located at the southeast corner of Quarropas Street and South Lexington Avenue.
“This is an important development both for Westchester County and the City of White Plains,” Astorino said. “It presents the first step toward revitalizing the neighborhood, advancing affordable housing and promoting economic empowerment for residents. Westchester County was proud to help support this development.”
A groundbreaking ceremony was hosted Friday by the developer, Jonathan Rose Companies, and the White Plains Housing Authority, which contributed the vacant land for the development. Westchester County allocated $1.14 million from the Housing Implementation Fund to support infrastructure improvements, which will include a new roadway, curbing, sewer main, storm drainage, manholes and catch basins.
Additional funding and support is provided by the City of White Plains; the New York State Housing Finance Agency, Division of Housing and Community Renewal; Bank of America; NY State Energy Research and Development Authority (NYSERDA); and U.S. Department of Housing and Urban Development.
The Prelude will offer 34 one-bedroom, 45 two-bedroom and 25 three-bedroom affordable units. In addition, the building will house a community facility to provide onsite support services and programs that promote economic education and financial independence. There will be 17 onsite parking spaces, onsite laundry room and a community room. An onsite superintendent will occupy one of the units.
Apartments in the new building will be available to eligible households earning at or below 50 percent and up to 60 percent of the county’s Annual Median Income, currently up to $62,220 for a household of four and $49,800 for a household of two. Current tenants of Winbrook public housing will be given priority.
Monthly rents will range from $1,064 for one bedroom; $1,276 for two bedrooms; and $1,469 for three bedrooms.
