Amy Paulin is no friend of homeless animals. Although she took out the reprehensible "Quick Kill" provisions on A05449, the new bill does nothing to hold shelters accountable for providing sustained quality care to homeless animals. Instead it focuses on making rescue groups--who are the ones who most aggressively pursuing adoption for those animals--accountable to the shelters. While there are a few exceptions, most shelters are in a sorry state and the ASPCA, which helped write Paulin's bill, has no interest in intervening and setting higher standards of care. I will never vote for Paulin again. Read her bill A05449C, I can assure you there is no "confusion" about what is going on here.

Thank you for the truth, ann cefola. Sounds like something she wanted all along, for reasons known only to her, and like any clever politician, she put up the Quick Kill facet to take focus away from her ultimate aim. Bottom line, anyone who loses a pet best get to the kill animal shelters in Westchester post haste. They don't care about the animals who sadly end up there, they care only about killing them as quickly as possible. Their only interest is financial.
